parenting responsibilities</heading><subsection eId="section-23-1"><num>(1)</num><intro><p>It is the duty of every relevant authority when exercising its functions—</p></intro><level class="para1" eId="section-23-1-a"><num>(a)</num><content><p>to be alert to matters which adversely affect, or might adversely affect, the wellbeing of looked-after children and relevant young people;</p></content></level><level class="para1" eId="section-23-1-b"><num>(b)</num><content><p>to assess what services or support provided by the authority are or may be available for looked-after children and relevant young people;</p></content></level><level class="para1" eId="section-23-1-c"><num>(c)</num><content><p>to seek to provide opportunities for looked-after children and relevant young people to participate in activities designed to promote their wellbeing or enhance their employment prospects;</p></content></level><level class="para1" eId="section-23-1-d"><num>(d)</num><intro><p>to take such action as the authority considers appropriate to help looked-after children and relevant young people—</p></intro><level class="para2" eId="section-23-1-d-i"><num>(i)</num><content><p>to make use of services, and access support, provided by the authority, and</p></content></level><level class="para2" eId="section-23-1-d-ii"><num>(ii)</num><content><p>to access opportunities provided by the authority in pursuance of <ref href="#section-23-1-c">paragraph (c)</ref>.</p></content></level></level></subsection><subsection eId="section-23-2"><num>(2)</num><intro><p>The duty imposed by subsection <ref href="#section-23-1">(1)</ref>—</p></intro><level class="para1" eId="section-23-2-a"><num>(a)</num><intro><p>applies to a relevant authority only so far as compliance with the duty—</p></intro><level class="para2" eId="section-23-2-a-i"><num>(i)</num><content><p>is consistent with the proper exercise of its functions, and</p></content></level><level class="para2" eId="section-23-2-a-ii"><num>(ii)</num><content><p>is reasonably practicable, and</p></content></level></level><level class="para1" eId="section-23-2-b"><num>(b)</num><content><p>does not apply as mentioned in <ref href="#">section 24</ref>.</p></content></level></subsection><subsection eId="section-23-3"><num>(3)</num><content><p>“<term refersTo="#term-relevant-authority" eId="term-relevant-authority">Relevant authority</term>” means a person listed, or within a description listed, in <ref href="#">Part 1</ref> of <ref href="#">Schedule 1</ref>.</p></content></subsection><subsection eId="section-23-4"><num>(4)</num><intro><p>“<term refersTo="#term-looked-after-child" eId="term-looked-after-child">Looked-after child</term>” means a person aged under 18 who is—</p></intro><level class="para1" eId="section-23-4-a"><num>(a)</num><content><p>looked after by a local authority for the purposes of the <ref eId="c00250" href="https://www.legislation.gov.uk/ukpga/1989/41/contents">Children Act 1989</ref>, the <ref eId="c00251" href="https://www.legislation.gov.uk/anaw/2014/4/contents">Social Services and Well-being (Wales) Act 2014 (anaw 4)</ref> or the <ref eId="c00252" href="https://www.legislation.gov.uk/ukpga/1995/36/contents">Children (Scotland) Act 1995</ref>, or</p></content></level><level class="para1" eId="section-23-4-b"><num>(b)</num><content><p>looked after by an authority for the purposes of the <ref eId="c00253" href="https://www.legislation.gov.uk/nisi/1995/755/contents">Children (Northern Ireland) Order 1995</ref> (<ref eId="c00254" href="http://www.legislation.gov.uk/id/nisi/1995/755">S.I. 1995/755 (N.I. 2)</ref>).</p></content></level></subsection><subsection eId="section-23-5"><num>(5)</num><intro><p>“<term refersTo="#term-relevant-young-person" eId="term-relevant-young-person">Relevant young person</term>” means a person who—</p></intro><level class="para1" eId="section-23-5-a"><num>(a)</num><content><p>is aged 16 or over but under 25, and</p></content></level><level class="para1" eId="section-23-5-b"><num>(b)</num><content><p>was a
