This Part provides for cases in which the subsidy control requirements do not apply to the giving of a subsidy.

Where the subsidy control requirements do not apply to the giving of a subsidy, those requirements are to be taken as not applying to the making of a subsidy scheme so far as it provides for the giving of such a subsidy.

Subsection (2) is subject to express provision in this Part about the application of the subsidy control requirements to subsidy schemes.
