5Use of licensing functions to limit fishing activity
A sea fish licensing authority may exercise its licensing functions so as to limit—
a
the number of fishing boats, or any class of fishing boats, engaged in fishing in any area, or
b
fishing in any area for any description of fish,
to such extent as appears to it to be necessary or expedient for the regulation of sea fishing.
