A person is guilty of an offence if—
a
the person fails without reasonable excuse to comply with a requirement for assistance reasonably made under paragraph 7(d), or
b
the person intentionally obstructs another person in the exercise of a function under this Schedule.
2
A person who is guilty of an offence under sub-paragraph (1)(a) or (b) is liable on summary conviction to a fine.
