3The Secretary of State for Communities and Local Government.
4Her Majesty’s Revenue and Customs.
5A county council in England.
6A district council in England.
7A London borough council.
8A combined authority established under section 103 of the Local Democracy, Economic Development and Construction Act 2009.
9The Common Council of the City of London in its capacity as a local authority.
10The Council of the Isles of Scilly.
11The Greater London Authority.
12A metropolitan county fire and rescue authority.
13The London Fire Commissioner.
14A fire and rescue authority in England constituted by a scheme under section 2 of the Fire and Rescue Services Act 2004 or a scheme to which section 4 of that Act applies.
15A fire and rescue authority created by a scheme under section 4A of the Fire and Rescue Services Act 2004.
16The Gas and Electricity Markets Authority.
17The Chief Land Registrar.
18A person providing services in connection with a fuel poverty measure (within the meaning of section 36) to a specified person who is a public authority.
