The section inserts a new section (1A) into section 23 of the Care Standards Act 2000. It provides that the NMS applicable to an establishment or agency regulated by the Chief Inspector, such as a children’s home, may explain and supplement regulations made under section 22 of the Care Standards Act 2000.
