39.Section 5(1) requires the first set of regulations made under section 4 to follow the affirmative parliamentary procedure, which requires that a draft of the regulations be approved by both Houses of Parliament before they are made. Subsections (2) and (3) provide that any further regulations will be subject to either the negative or affirmative procedure.
