23.This section removes, in England, a person’s right of appeal to the Secretary of State in cases where an authority refuses to issue a badge or requires the return of a badge, in each case, for reasons relating to the misuse of badges; and makes consequential amendments such that, where the badge is required to be returned, it may not be displayed on any vehicle with immediate effect.
