22 In section 34 (power of local authorities to make payments), in subsection (1)—

(a) after “payments to” insert “the National Health Service Commissioning Board, a clinical commissioning group”,

(b) omit “a Strategic Health Authority,”, and

(c) omit “a Primary Care Trust”.
