Amend section 24 as follows.

In subsection (3)(c)(iii) for “Her Majesty's Home Civil Service” substitute “ the statutory home civil service ”.

After subsection (7) insert—

In this section “the statutory home civil service” means the civil service (excluding Her Majesty's diplomatic service) within the meaning of Chapter 1 of Part 1 of the Constitutional Reform and Governance Act 2010 (see section 1(4) of that Act).”
