65Requirement for licence

No person may—
a
carry on a licensable marine activity, or
b
cause or permit any other person to carry on such an activity,
except in accordance with a marine licence granted by the appropriate licensing authority.

Subsection (1) is subject to any provision made by or under sections 74 to 77 (exemptions).
