The Secretary of State may, for purposes connected with Crossrail, make schemes for the transfer of property, rights and liabilities—
a
from the Greater London Authority, the London Development Agency or Transport for London, or
b
from a body corporate which is a wholly owned subsidiary of the Greater London Authority, the London Development Agency or Transport for London,
to any person, including the Secretary of State.

The power conferred by sub-paragraph (1) shall be exercisable only with the consent of the transferor.
