16 Guidance or directions by Welsh Ministers U.K.

(1) The Welsh Ministers may give [F2 the Secretary of State] —

(a) guidance, F3 ...

as to the exercise in relation to Wales of any of [F4 the Secretary of State’s functions under this Act so far as they relate] to a Welsh ministerial matter.

(2) Before giving any guidance F5 ... under this section the Welsh Ministers must consult—

(a) [F6 the Secretary of State] , and

(b) such other persons as the Welsh Ministers consider likely to be affected by the guidance F5 ..., or persons representative of such persons.

(3) The Welsh Ministers must—

(a) publish (in such manner as they consider appropriate) any guidance F7 ... given under this section, and

(b) lay a copy of any such guidance F7 ... before the National Assembly for Wales.

(4) [F8 The Secretary of State] must have regard to any guidance F9 ... given under this section.
