A constable or enforcement officer may require the holder of an operating licence to produce it to the constable or enforcement officer within a specified period.

A licensee commits an offence if he fails without reasonable excuse to comply with a requirement under subsection (1).

A person guilty of an offence under subsection (2) shall be liable on summary conviction to a fine not exceeding level 2 on the standard scale.
