10Appeals
(1)
The Secretary of State shall by regulations make provision for an appeal against any decision of the F1AuthorityF1Secretary of State—
(a)
to refuse an application for a licence,
(b)
as to the conditions to which the grant of the licence is subject,
(c)
to refuse consent to the transfer of a licence, or
(d)
to modify or revoke a licence.
(2)
The regulations shall make provision—
(a)
for and in connection with the appointment of a person to hear and determine such appeals (including provision for the payment of remuneration and allowances to such a person), and
(b)
as to the procedure to be followed in connection with an appeal.
