For the purposes of this Act, where a local justice area in England and Wales abuts on the shore of the sea or other navigable water, any magistrates' court in England and Wales has jurisdiction over—

a

any vessel which is near or passes near the shore, and

b

every person on board the vessel or belonging to it,

as if the vessel or person were in England and Wales.
