54In Schedule 4 (enforcement), at the end there is inserted—
“Interpretation
20In this Schedule, except paragraph 6, “prescribed” means prescribed by regulations made—
(a)in relation to England, by the Secretary of State, and
(b)in relation to Wales, by the National Assembly for Wales.”
