As soon as possible after the end of each financial year, OFCOM shall prepare and send to the Secretary of State a report of the carrying out of their functions during that financial year.

Every report under this paragraph shall incorporate—
a
a report of OFCOM’s proceedings during that year; and
b
such information relating to the financial position of OFCOM, and to any other matters that he considers appropriate, as the Secretary of State may direct.

The Secretary of State shall lay a copy of every report sent to him under this paragraph before each House of Parliament.
