17 Interpretation
(1)
In this Act—
“assistance” has the meaning given in section 5;
“country” includes any territory or region;
“development assistance” has the meaning given in section 1.

For the purposes of this Act references to the population of a country include references to any future population of the country and to any part of the population (present or future).
