The Secretary of State may make one or more schemes for the transfer to the Authority of such of the property, rights and liabilities of the Secretary of State (including any rights and liabilities relating to persons employed in the civil service of the state) as the Secretary of State considers appropriate in consequence of sections 137 and 139 of the M1Railways Act 1993 being superseded by section 211 of this Act.

In this Schedule “transfer scheme” means a scheme under this paragraph.
