The Council shall, after consulting the Secretary of State, appoint a person as principal officer.

The appointment shall be on such terms and conditions of service as the Secretary of State may approve.
3
The Council may, with the approval of the Secretary of State as to numbers and terms and conditions of service, appoint such other staff as it considers appropriate.
