“local authority” has the meaning given by section 579(1) of the M1Education Act 1996 (interpretation),

F1 “ local probation board ” means a local probation board established under section 4 of the Criminal Justice and Court Services Act 2000,

“parent”, in relation to a child, means a person who has parental responsibility for him within the meaning of section 3 of the M2Children Act 1989,
