(1)In sections 114 to 120—
“local authority” has the meaning given by section 579(1) of the M1Education Act 1996 (interpretation),
[F1“local probation board” means a local probation board established under section 4 of the Criminal Justice and Court Services Act 2000,]
“Health Authority” has the meaning given by section 8 of the M2National Health Service Act 1977,
“parent”, in relation to a child, means a person who has parental responsibility for him within the meaning of section 3 of the M3Children Act 1989,

“police authority” has the meaning given by section 101 of the M4Police Act 1996,
“young person” has the meaning given by section 114(4), and
“youth offending team” means a team established under section 39 of the M5Crime and Disorder Act 1998.
(2)The power under section 114 shall not be used to provide or secure the provision of services outside England.
