256.While the Bill was before Parliament, DfEE submitted two memoranda on the powers to make delegated legislation under the Bill to the Delegated Powers and Deregulation Committee of the House of Lords. The Committee reported its view in two published reports - the 3rd Report (HL Paper 23; Printed 15 December 1999) and the 24th Report (HL Paper 86; Printed 4 July 2000).
