2(1)If the [F1Electoral Commission] at any time so [F2direct], the [F3Committee] shall carry out a comprehensive review of Assembly constituencies and submit to the [F1Electoral Commission] a report—E+W+S
(a)showing the areas into which [F4they recommend] Greater London should be divided to form the Assembly constituencies; and
(b)stating the name by which [F4they recommend] that each Assembly constituency should be known.
(2)No recommendations shall be made by the [F5Committee]in a report under sub-paragraph (1) above unless the recommendations comply with the rules set out in paragraph 7 below.
