This paragraph applies to a committee established under section 5(2).

Such a committee shall consist of a chairman and such other persons as may be appointed by the Secretary of State, after consulting the Agency.

No more than two persons appointed under sub-paragraph (1) may be members of the Agency.

The basic terms of reference of such a committee shall be to carry out the purpose mentioned in section 5(2); but the Agency may, with the approval of the Secretary of State, supplement the terms of reference of any such committee.
