14(1)The [F2Relevant Authority] may present a petition for the winding up under the Insolvency Act 1986 of a registered social landlord which is—U.K.

[F3(a)a company (including a company that is a registered charity), or]

(b)[F4a registered society] (to which the winding up provisions of the M1Insolvency Act 1986 apply in accordance with [F5section 123 of the Co-operative and Community Benefit Societies Act 2014]),

on either of the following grounds.

(2)The grounds are—

(a)that the landlord is failing properly to carry out its purposes or objects, or

(b)that the landlord is unable to pay its debts within the meaning of section 123 of the Insolvency Act 1986.
