The Secretary of State may make orders suspending, or later reviving, the operation of section 1.

An order suspending the operation of section 1 shall not apply in relation to a person who is on licence when the order comes into force F1; but the order shall apply in relation to him if his licence is revoked after the order comes into force..

Where an order revives the operation of section 1, subsection (2) of that section shall not apply in relation to a person who is detained pursuant to revocation under subsection (3).
