It shall be the duty of F1the Gas and Electricity Markets Authority, where either F1it considers it expedient or F1it is requested by the Secretary of State to do so, to give information, advice and assistance to the Secretary of State with respect to any matter in respect of which any function of the Secretary of State under this Act is exercisable.
