The regulations may make provision about the proceedings to be followed where a dispute occurs as a result of the regulations, and in particular provision may be made—
a
for an application to be made to a magistrates’ court or (in Northern Ireland) a court of summary jurisdiction;
b
for a court to order a sum to be paid by the Secretary of State.
