in subsection (2), for “the county of Powys and the districts of Ceredigion and Meirionnydd” substitute “the area for which it was so responsible immediately before 1st April 1996”; and
b
in subsection (4), in paragraphs (a) and (b), for “and of each district” substitute “or county borough”.
