A person may be proposed as a member or alternate member for the United Kingdom of the Committee of the Regions constituted under [F1Article 305 of the Treaty on the Functioning of the European Union] only if, at the time of the proposal, he is [F2a member of the Northern Ireland Assembly][F3a member of the Scottish Parliament][F4a member of the National Assembly for Wales [F5, the Mayor of London, a member of the London Assembly] or]an elected member of a local authority.
