4Application to parish and community councils and charter trustees

The Secretary of State may by order provide for sections 1 to 3 above to have effect as if—
a
parish and community councils in England and Wales; and
b
charter trustees constituted under section 246 of the 1972 Act,
were relevant bodies for the purposes of those sections.

The power to make an order under this section shall be exercisable by statutory instrument subject to annulment in pursuance of a resolution of either House of Parliament.

The power to make an order under this section shall include power—
a
to make such incidental, consequential, transitional or supplementary provision as the Secretary of State thinks necessary or expedient; and
b
to make different provision for different cases, including different provision for different localities and for different bodies.
