SCHEDULE 16 SCHEMES IMPOSING SPECIAL DRAINAGE CHARGES
Orders subject to special parliamentary procedure

If—
a
no such memorial as is mentioned in paragraph 5(2) above has been presented within the period so mentioned in respect of any order confirming a special charges scheme; or
b
every such memorial has been withdrawn,
the Minister who made the order shall confirm the order and it shall thereupon have effect.

If such a memorial has been presented in respect of such an order and has not been withdrawn, the order shall be subject to special parliamentary procedure.

An order confirming a special charges scheme shall in any event be subject to special parliamentary procedure if the Minister who makes the order so directs.

The Minister who makes an order confirming a special charges scheme may, at any time before it has been laid before Parliament, revoke, either wholly or partially, any order that is subject to special parliamentary procedure.
