3(1)The functions of a local planning authority of determining—E+W
(a)applications for planning permission [F1or permission in principle];
[F2(aza)applications under section 74B;]
[F3(azb)applications for additional environmental approvals under section 93B;]
[F4(azc)applications for additional environmental approvals under section 93F;]
[F5(aa)applications for non-material changes to planning permission under section 96A;]
F6 [( b )applications for a certificate under section 191 or 192]
shall, subject to sub-paragraph (2), be exercised by the district planning authority.
(2)The functions of a local planning authority of determining any such application as is mentioned in sub-paragraph (1) which [F7relates] to a county matter shall be exercised by the county planning authority.
