Anything authorised or required to be done by the committee may be done by any member of the committee, by any council or by any employee of a council who is authorised (generally or specially) for the purpose by the committee.

Nothing in sub-paragraph (1) above shall prevent the committee from doing anything that another person has been authorised to do.
