Where the F1Secretary of State receives an application from a professional or other body (“the applicant") for approval under this Schedule, he shall refer the application to the F2Consultative Panel.

It shall be the duty of the F2Consultative Panel to consider the application and to give to the F1Secretary of State such advice as it considers appropriate.
