1(1)Where the [F1Secretary of State] receives an application from a professional or other body (“the applicant") for approval under this Schedule, he shall refer the application to the [F2Consultative Panel].
(2)It shall be the duty of the [F2Consultative Panel] to consider the application and to give to the [F1Secretary of State] such advice as it considers appropriate.
