5(1)The [F1OFT] may, if [F1it] thinks fit, publish any report made by [F1it] under paragraph 1 or 3.E+W+S
(2)[F1It] shall exclude from a published report, so far as practicable, any matter which relates to the affairs of a particular person (other than the supervisory or qualifying body concerned) the publication of which would or might in [F1its] opinion seriously and prejudicially affect the interests of that person.
