http://www.legislation.gov.uk/ukpga/1989/37/section/21Football Spectators Act 1989An Act to control the admission of spectators at designated football matches in England and Wales by means of a national membership scheme and licences to admit spectators; to provide for the safety of spectators at such matches by means of such licences and the conferment of functions on the licensing authority in relation to safety certificates for grounds at which such matches are played; and to provide for the making by courts and the enforcement of orders imposing restrictions on persons convicted of certain offences for the purpose of preventing violence or disorder at or in connection with designated football matches played outside England and Wales.1989-11-16texttext/xmlenStatute Law Database2026-04-27Expert Participation2026-04-01 Part II211The Secretary of State may issue to the enforcing authority such guidance as he considers appropriate for the purposes of the exercise of their functions under sections 19 and 20 above.2The Secretary of State shall make such arrangements as he considers appropriate for publishing the guidance issued from time to time under subsection (1) above.3The Secretary of State may make regulations regulating the giving by the enforcing authority to persons subject to banning orders of notices under section 19 above . . .; and it shall be the duty of the enforcing authority to comply with the regulations.4Regulations under subsection (3) above may exclude the operation of section 25 below.5The power to make regulations under subsection (3) above is exercisable by statutory instrument which shall be subject to annulment in pursuance of a resolution of either House of Parliament.6Where any notice is given under section 19 above by the enforcing authority in accordance with regulations under subsection (3) above, the notice shall be taken to have been received by the person to whom it was addressed unless he proves that he did not receive the notice and did not know and had no reasonable cause to believe that requirements had been imposed on him under section 19 above.7Where any notice is given under section 19 above by the enforcing authority in accordance with section 25 below, subsection (6) above (instead of section 25(1A)) shall apply as it applies to such a notice given in accordance with regulations under subsection (3) above.8The Secretary of State may pay to the enforcing authority any expenses incurred by them in exercising their functions under sections 19 and 20 above.Words in s. 21(3) substituted (28.8.2000) by 2000 c. 25, s. 1(2), Sch. 2 para. 16; S.I. 2000/2125, art. 2Words in s. 21(3) repealed (27.9.1999) by 1999 c. 21, ss. 3(12), 12(2) (with s.12(3))Words in s. 21(6) substituted (27.9.1999) by 1999 c. 21, ss. 3(13), 12(2) (with s. 12(3))Pt.
