In section 99 of the 1988 Act (duration of licences)—

in subsection (1), for the words “A licence”, in the first place where they occur, there shall be substituted the words “
In so far as a licence authorises its holder to drive motor vehicles of classes other than any prescribed class of goods vehicle or any prescribed class of passenger-carrying vehicle, it
