A person exercising the right conferred by section 135C, or who has given notice to the Copyright Tribunal of his intention to do so, may refer to the Tribunal—
a
any question whether any condition as to the inclusion in a broadcast F2. . . of sound recordings, notice of which has been given to him by the licensing body in question, is a reasonable condition, or
b
any question whether any information is information which the licensing body can reasonably require him to provide.

On a reference under this section, the Tribunal shall consider the matter and make such order as it may determine to be reasonable in the circumstances.
