113 Prosecution of offences.
Proceedings in respect of an offence created by or under this Act shall not, without the written consent of the Attorney General, be taken by any person other than—
(a)
a party aggrieved, or
(b)
a local authority F1, the regulator, the Welsh Ministers, the Counsel General to the Welsh Government or a body whose function it is to enforce the provision in question.
