<Pnumber>21</Pnumber>
<P1para>
<Text>London Regional Transport shall exercise their control over their subsidiaries so as to ensure that a subsidiary of theirs does not—</Text>

<Pnumber>a</Pnumber>

<Text>except with the consent of the Secretary of State, lend money to or give any guarantee for the benefit of any person other than London Regional Transport or any other subsidiary of London Regional Transport; or</Text>

<Text>except with the consent of the Secretary of State and the approval of the Treasury, borrow money from any such person.</Text>
