In this Act—
" the 1967 Act" means the [1967 c. 76.] Road Traffic Regulation Act 1967;
" the 1972 Act " means the [1972 c. 20.] Road Traffic Act 1972 ;
" prescribed " means prescribed by regulations made by the Secretary of State ; and
" road " means any highway and any other road to which the public has access, and includes bridges over which a road passes.
