The Audit Commission
11Establishment of Audit Commission
(1)
For the purposes of this Part of this Act there shall be a body to be known as the Audit Commission for Local Authorities in England and Wales.
(2)
The Commission shall consist of not less Jan thirteen nor more than seventeen members appointed by the Secretary of State after consultation with—
(a)
such associations of local authorities as appear to him to be concerned ; and
(b)
such bodies of accountants, such bodies representing local authority employees, and such other organisations or persons as appear to him to be appropriate.
(3)
The Secretary of State shall, after the like consultation, appoint one of the members to be chairman and another to be deputy chairman.
(4)
Schedule 3 to this Act shall have effect with respect to the Commission.
