Without prejudice to the foregoing provisions of this Part of this Act, a street which is not a highway and land to which section 232 below applies may become a highway by virtue of a declaration made by a county council, F1a metropolitan district council, a London borough council or the Common Council in accordance with the provisions in that behalf contained in Part XI of this Act.
