11SRegulations may make provision—
(a)as to the appointment, tenure and vacation of office of [F1appointed members and councillor members (including provision specifying circumstances in which the Scottish Ministers may determine that such a member is to vacate office)];
(b)as to the delegation of functions to committees or sub-committees [F2constituted in accordance with the regulations]; [F3and]
(c)as to the procedure of Health Boards, their committees and sub-committees; F4
