(1)[F2 In this Part of this Act, “member of the public” means an individual or a body of persons, whether incorporated or not, other than— ]
(a)a local authority or other authority or body constituted for purposes of the public service or of local government [F3(including [F4the Welsh Ministers, the National Assembly for Wales Commission or the] the National Assembly for Wales)], or for the purposes of carrying on under national ownership any industry or undertaking or part of an industry or undertaking;
