The local authorities for the purposes of the [1920 c. 41.] Census Act 1920, including section 6 of that Act, shall be local authorities within the meaning of this Act, and accordingly for section 9(2) of that Act (application to Scotland), there shall be substituted the following subsection—
“(2)" local authority " means a regional, islands or district council;”.
